New installation method:

Put the god damn content of .rar into this folder:
"C:\Program Files\Steam\steamapps\common\team fortress 2\tf\custom\stuff\"
If you do not have folder named "stuff" just create one. And that folder can be any name i does not need to be called "stuff",i just named it so, BUT it need to be in "custom", there you put all your mods, like sounds.

this is how my custom folder looks like:
D:\Ig\Steam\SteamApps\common\Team Fortress 2\tf\custom\stuff\materials
D:\Ig\Steam\SteamApps\common\Team Fortress 2\tf\custom\stuff\sound

I have 2 folders in my "stuff". Materials for materials (like this hack) and Sounds for custom sounds.
